FEDERAL NEWS
CONGRESSIONAL DEAR COLLEAGUE LETTER IN SUPPORT OF TITLE VII PEDIATRIC DENTISTRY FUNDING
     As described in the May 2018 PDT, one of the key advocacy requests made by attendees at the 2018 AAPD Public Policy Advo- cacy Conference during their visits to Congressional offices was to support FY 2019 funding of $12 million for Title VII Pediatric Dentistry. This amount includes funding for the Dental Faculty Loan Repayment Program. As part of this effort, attendees urged House Members to sign onto a Dear Colleague letter circulated by Congress- woman Julia Brownley (D-Calif.-26th) and Congressman Gregg Harper (R-Miss.-3rd). A copy of the final letter, signed by 38 House members, is provided below:
 
CMS RELEASES GUIDANCE FOR PEDIAT- RIC DENTAL PERIODICITY SCHEDULES
     On May 4, 2018, the Centers for Medicare and Medicaid Services (CMS) released an informational bulletin that discussed the impor- tance of state Medicaid and Children’s Health Insurance Programs properly implementing their pediatric dental periodicity schedules in order to ensure children’s access to critical dental coverage. In its guidance, CMS said, "The fee schedule and payment policies in the state must align with the periodicity schedule regarding both age and frequency to ensure providers are able to be reimbursed for recom- mended care." CMS also stated that: "the periodicity schedule should be treated as a "floor" for coverage of dental services, not a "ceiling.""

STATE NEWS
WASHINGTON STATE EXPANDS ABCD PROGRAM
     State Public Policy Advocate Dr. John Gibbons reports that earlier this year Washington state approved legislation to expand its well- regarded Access to Baby and Child Dentistry (ABCD) program. The ABCD expansion includes children with disabilities as eligible clients, and also allows dental hygienists to receive the enhanced reimburse- ments under the program. Gibbons worked on the bill with the sup- port of state Senator Christine Rolfes (D). After being unanimously passed by the House and Senate, the bill was signed into law by Governor Jay Inslee (D) as shown below (Gibbons is standing to the governor’s immediate right).
